A | A | A State agriculture authorities have charged the owner of an eastern Kentucky farm where they found 31 dead horses.
Kentucky agriculture officials charged Don Miller with violating the state law on disposing of animal carcasses.
The charge carries a fine of up to $500.
Further offenses are punishable by fines of up to $1,000 and up to 30 days in jail.
An attorney for Don Miller could not be located.
Rowan County Sheriff Jack Carter says Miller told investigators that he has been critically ill and unable to care for the horses.
Officials say 11 horses' bodies were found in the barn and 20 in the pasture at the farm east of Morehead.
